2020 Taichung city soil and groundwater contaminate investigation and contingency measure project

Taichung Environmental Protection Bureau (TCEPB) has carried out the work to manage the current quality of soil and groundwater, including regular monitoring and investigation, verification for soil gas near underground storage tanks, management and maintenance of monitoring wells, inspect and testifying pollution sites, emergency treatment and investigation, and educational campaign. TCEPB commissioned “2020 Project of investigating and verifying pollution for Taichung soil and groundwater”, and the working period was from December 20th 2019 to December 20st 2020. The following abstract is the interpretation of the project. In 2020, we have successfully completed 1 high pollution potential plant pollution prevention counseling, and 3 public announcement business investigation operations, of which 2 respectively detected the soil heavy metal nickel and soil total petroleum hydrocarbons exceeded the law control standards, it is recommended to be listed in accordance with the relevant provisions of the soil pollution law. There are third quarter (January, May and September) underground storage tank industries have to complete online application, separately. Our team finish the verification in February, June and September. Both the percentage of application and verification are 100%. Besides, Our team has selected 11 highly potential polluted underground storage for verification and 3 drain tube soil gas monitoring operations .Among selected high pollution potential underground storage tanks, there are 2 stations which concentration of soil gas is still higher than regulatory warning standards and 2 of them are belong to level A, we execute land pollution inspection work. We have completed exterior and interior patrol and inspection for 205 monitoring wells and in the first and last half year respectively. Other results including condition evaluation for 35 wells, maintenance of 18 monitoring wells, repairing body facility for 9 wells, rebuilding 18 wells, eliminating unexpected substance and photography for 5 wells, setting 1 regional monitoring well. Moreover, we have successfully completed groundwater sampling for 2 wells in both drought and monsoon seasons, the result indicate the concetration of Cr has exceeded the law control standards. It shows that the current groundwater quality in the control area is still affected by the upstream soil groundwater contamination sites. This project to complete 2 regular monitoring operations of agricultural land, test results have detected some heavy metals projects exceeding the standards of agricultural land monitoring of edible crops, it is recommended that the monitoring operations continue to be handled next year. We also assists in the consolidation of the number of agricultural land to be continuously monitored by the end of this year, resulting in a total of 102 statistics. This year, the supervision and verification work for the improvement of agricultural land pollution in Nantun district and Dajia district of about 2.77 hectares has been carried out continuously, and more than 43 days of supervision work, and completed 19 soil quality verification operations. The results showed that the physical and chemical soil fertility response operation results were good, and each pieces had reached the rectification target, and the column was completely removed on 5th June 2020. Among them, some points of heavy metal copper and zinc still exceed the monitoring standards, i.e. Nantun District 4 and Dajia District 3 blocks, it is recommended that the future continue to handle regular monitoring operations to observe follow-up changes. At least one inspection is conducted every two months for the soil groundwater contamination site, and the frequency of inspections is increased in the following month for sites that are found to be missing. This year, more than 395 inspection operations were carried out, and more than 100 reports were reviewed, and 6 pollution site improvements were completed, of which heavy metal chromium and TPH were found to exceed soil pollution control standards during the verification process in Dajia district. Our team assisted TCEPB holding 1 groundwater storage tank laws explanation session , 1 environmental regulation workshop, 16 campus educational propagandas. The amount of all activities participants conform to contract and the results of questionnaire shows high satisfaction. We also assists in the development of interactive procedures for the 20th anniversary of "the Soil and Groundwater Rehabilitation Act", the preparation of Taichung City soil and groundwater business yearbook and the layout of the exhibition hall, and other activities are with the operation, and the activities have been successfully concluded. In this year, our team have completed 6 soil and groundwater emergencies treatment works. The total funds is 656,311 NTD. In addition to carrying out the monitoring and investigation of soil and groundwater quality in various maintenance areas, We also assists the visit business twice in response to the inspection of soil and groundwater business matters, in the preparation of early warning monitoring management and testing data in the industrial areas, the review of soil assessment survey and testing data, the conduct of performance appraisal operations of the EPA, assists in the progress of the implementation of stagnant site, the study and adjustment of the "Soil Pollution Prevention and Control Plan for Agricultural Land" and the planning and development of the Groundwater Pollution Prevention and Control Plan. To promote the implementation of GSR and related results consolidation of the contamination site, to assist in the review of the relevant types of reports more than 82, and to assist in the handling of regular review meetings more than 13 times.
